Consists primarily of internal reports and correspondence related to the U.S. military occupational government in Korea following Japanese surrender in World War II. Also some U.N. reports from debates on Korea in 1950; and a small number of proclamations and orders issued in Hawaii shortly after the Pearl Harbor attack.

After V-J Day he was in charge of the organization and operation of the military government in Korea as a civil administrator.
